Introduction

Background Information

The Strategic Cities Development Project (SCDP) is a significant initiative undertaken by the Ministry of Urban Development and Housing, aimed at transforming secondary cities into competitive, environmentally sustainable, and well-connected hubs to stimulate economic growth and prosperity. The World Bank has initiated the first phase of the SCDP with specific interventions in the cities of Kandy, Galle, and Jaffna. Additionally, the French Development Agency (AFD) has provided financial support for interventions in Anuradhapura city.

The Kandy City Development Project, as part of the SCDP, focuses on three main aspects: Urban Infrastructure, Heritage Conservation, and Environmental Management. These interventions are designed to transform Kandy into a well-connected, sustainable, and culturally vibrant city.

  • Urban Infrastructure: Upgrading roads, drainage systems, and public transportation to reduce traffic congestion and improve connectivity.
  • Heritage Conservation: Kandy progresses towards becoming a modern city, it retains its cultural essence and continues to be a hub of historical significance.
  • Environmental Management: Implementing sustainable waste management and pollution control measures to protect the natural environment

Kandy Multimodal Transport Terminal Development (KMTTD) project

The Kandy Multimodal Transport Terminal Development (KMTTD) project is a crucial initiative under the Strategic Cities Development Project (SCDP) aimed at enhancing the transportation infrastructure in Kandy. This project is designed to create a comprehensive transport hub that integrates various modes of transportation, thereby improving connectivity, reducing congestion, and promoting sustainable urban mobility.

The construction of the Kandy Multimodal Transport Terminal (KMTT), initially managed under the SCDP, was transferred to the Road Development Authority (RDA) due to delays in its progress. This shift in responsibility aims to expedite the completion of the project and address the challenges that have hindered its timely execution.

The major improvements targeted by the KMTT Development Project,

  1. a. Bringing all three existing bus terminals in Kandy into one integrated terminal (KMTT) at the Goods Shed area to reduce pedestrian flows and passenger transfers.
  2. b. Bus route operational changes through infrastructure modification within the terminal by providing four different types of bus bays for “Touch and Go”, “Boarding and Alighting”, “Layover Parking”, “Operation & Maintenance”
  3. c. Easy access for passengers via a skywalk connecting Peradeniya Road, William Gopallawa Mw, KMTT, Railway station, and Kandy Hospital.
  4. d. Kiss-and-Ride facility at both ends of the skywalk along Peradeniya Road and William Gopallawa Mawatha.
  5. e. Parking for para-transit modes (three-wheelers, taxis) and limited private vehicle parking.
  6. f. Avoiding at-grade crossing between passengers and busses as much as possible through elevated and/ or underpass accesses, limiting the movement of other vehicle through the KMTT facility.
  7. g. Comprehensive facilities include long Layover Parking, fueling, ticketing, passenger waiting areas, information system, Terminal Operating System (TOS), loading bays, future integration with the railway, commercial vendors, driver rest areas, offices, ATMs, etc.

The transitional bus operation during the construction of KMTT has been awarded to the Central Province Transport Service Authority (CPTSA).

The Central Province Transport Service Authority (CPTSA)

The Central Province Transport Services Authority (CPTSA) has been established under the provisions of the 13th Amendment to the Constitution to devolve power to Provincial Councils. This has been empowered under the Provincial Statute No. 03 of 2018. Currently, the CPTSA operates 2,509 buses across 682 routes within the Central Province, with 184 of these routes connected to Kandy City. As the regulatory body for passenger transportation in the Central Province, the Authority is responsible for planning, monitoring, and administering transportation plans. The goal is to establish a fully integrated and regulated transportation network, both qualitative and quantitative, with contributions from public and private operators.

The Consultant's Previous Engagement with the KMTT Project

CPTSA completed the previous engagement with the Strategic City Development Project (SCDP) under the Ministry of Megapolis and Urban Development with the following assignments.

  • a. Relocating bus operations and passenger facilities from the Goods Shed bus stand to alternative temporary locations within the city to prepare the site for KMTT development.
  • b. Ensuring efficient bus operations during this period by establishing a Bus Operations Control Centre (BOCC) and equipping all local buses serving Kandy with Global Navigation Satellite System (GNSS) devices and Electronic Ticketing Machines (ETMs) to manage traffic conditions within the city.
  • c. Engaging the University of Moratuwa to develop a Bus Management System (BMS) for overseeing bus operations using digital data.

Scope of the Consultancy

The transition arrangements for bus operations and passenger facilities during the construction of the KMTT must be managed and operated to maintain the high level of functionality and passenger comfort outlined in the strategic plan for developing public transport in Kandy.

Objective of the Consultancy

There are four main objectives to be achieved during this 30-month consultancy, starting from April 1, 2024.
